The mobilization and deployment meeting on improving the quality and efficiency of patent examination was held in Beijing by National Intellectual Property Administration, PRC (CNIPO) on March 7, 2019. And He Hua, a member of the leading party group and deputy director of the state intellectual property office, attended the meeting and delivered a speech.
He Hua said, in order to win the battle to improve quality and increase efficiency, we should steadfastly implement the important instruction of the president of China, Xi Jinping on improving the quality and efficiency of Intellectual Property examination, and accomplish the goal of reducing the patent review period assigned by the state council
He hua stressed that we should focus on the overall situation, politics and responsibility and have a good idea of the importance and urgency of improving the quality and efficiency on the basis of upholding the party's overall leadership over intellectual property rights, supporting China's strategic development, and responding to social concerns and the development needs of intellectual property rights. And we should accurately understand the key of improving the quality and efficiency and adhere to the goal-oriented principle to reduce the patent review cycle and fully mobilize the enthusiasm of all review departments, centering on the work requirements of “streamlining administration, delegating power, improving services”. And we should attach equal importance to quality and efficiency to ensure the successful completion of the tasks of the reduction of review cycle and to handle the relationship between quality and efficiency very well. We should take multiple measures at the same time to start from reducing the review cycle, improving the quality of review steadily and promoting the improvement of quality at the basis of stable quantity to promote the improvement of quality and efficiency of patent review and enable the innovation subjects to obtain the patent authorization with stable and reliable rights to turn the innovation into real and tangible industrial gains and profits.
The business review and management department of Patent Office of CNIPO introduced the special scheme to improve the review quality and efficiency of invention patent on the meeting. And the scheme asked to stick to the principle of attaching equal importance to quality and efficiency and focused on reducing review cycle, centering on improving steadily the quality of review, taking promoting the quality and stability of patent applications as the cornerstone, and appropriately expanding the scale of manpower and related resources for review as the guarantee. And it will deepen reform of the management mechanism and methods for patent review and fully tap the potential of our patent review capabilities. And it will help us win the battle to improve quality and increase efficiency and make contribution to better business and innovation environment.
We should carry out the improvement of quality and efficiency and fulfill the duties assigned by the state council and contribute to the building of a strong country in intellectual property rights according to the representatives of CNIPO , examination departments and examiners.
Representatives of all examination departments of the Patent Office of the state intellectual property office attended the meeting in Beijing and signed on the spot the task statement of improving the quality and efficiency of patent examination. And each patent examination cooperation center outside Beijing participates in the meeting via remote video and signs the assignment letter. And over 500 representatives from the state intellectual property office, the Patent Office and other relevant departments attended the meeting.
